In the slide show, the flow chart as you viewed it yesterday is left. However, to better express the point being made, a revised flow chart (254kb) is also attached. The bottom center text box better explains the point we were making about SWP3 performance.
As a reminder, if anyone has comments on the draft rule (e-mailed on Jan. 13th and then again on Feb. 8th), please provide them to me by no later than March 14th, 2016.
